Fact-finding mission to Montenegro

On 18-20 February 2024, the Open Society Institute – Sofia (OSIS) took part in a fact-finding mission to Montenegro, which was aimed at assessing Montenegro’s EU accession process. Montenegro, considered to be the frontrunner in the enlargement process, currently faces a number of opportunities in its path to becoming a member of the EU but there are still remaining challenges.

The trip was organized by and included representatives of four prominent think tanks in the EU – DGAP in Berlin, Carnegie Europe, Jacques Delors Institute in Paris, and the Clingendael Institute in The Hague, and was implemented with the cooperation of the Institute for Sociopolitical Research – Analitico in Podgorica within the OSIS initiative Think Tanks for the Future of EU Enlargement, supported by OSFs. OSIS was represented by Marin Lessenski, European Policies Program Director.

There were meetings with high-level decision-makers and politicians from the ruling coalition, leaders of the opposition, independent experts, civic society leaders, EU Delegation, and ambassadors of EU member states. This included the President of Montenegro Mr. Jakov Milatović, Prime Minister Mr. Milojko Spajić, Minister of European Affairs Ms. Maida Gorčević and Minister of Foreign Affairs Mr. Filip Ivanović, among others.
