If you are a civil society organisation or a community centre working to strengthen and promote the values of the European Union, you can apply for the Partnership Fund’s call for proposals, part of the Partnership among CSOs for making an impact on rights and values project (PACT). The Fund is managed by Open Society Institute – Sofia Foundation (OSIS).
What does the call offer?
Support of up to €60,000 for CSOs and community centres working to:
- Raise awareness of EU rights and values;
- Strengthen and defend democratic principles and the rule of law;
- Strengthen the influence of CSOs in public dialogue;
- Promote transparency, good governance and social engagement.
Fostering partnership initiatives between civil society organisations working primarily at national level and local organisations with the necessary infrastructure to reach out to local communities to raise awareness of EU rights and values, strengthen, protect and promote them.
Approximately 40 initiatives are expected to be supported, lasting from 6 to 18 months. Approved initiatives will receive 100% financial support. No co-financing is required from applicants.
Who can apply?
Civil society organisations and community centres meeting the requirements described in the Application Guidelines. An organisation can apply for up to three initiatives and can be the lead partner in only one initiative.

Applying organisations will have access to various forms of partnership building and practical training organised by project partners European Citizen Action Service (ECAS) and the Workshop for Civic Initiatives Foundation (WCIF).
