Civil society organizations and community centers can submit their initiative proposals for the Partnership Fund, part of the PACT project. The deadline for applications is October 15, 2025, at 5 p.m.
The main objective of the fund is to encourage effective cooperation between national and local organizations by combining the expertise of more established civil society structures with the proximity to communities of smaller local organizations.
The fund has a total budget of €2,400,000 and is managed by the Open Society Institute – Sofia. It is expected to finance around 40 initiatives with a budget of up to €60,000 and a duration of between 6 and 18 months.
How to apply
- Applications are submitted entirely online through the Electronic Proposal Submission System – (EPSS).
- Organizations must pre-register in the system.
- All necessary documents, including the Application Guidelines and their annexes, are available on the PACT project website.
- Approved initiatives will receive 100% funding, with no co-financing required.

The Partnership among CSOs for making an impact on rights and values project (PACT) is being implemented by the Open Society Institute – Sofia in partnership with the Workshop for Civic Initiatives Foundation and the European Citizen Action Service (ECAS) with the support of the European Union through the Citizens, Equality, Rights, and Values Program (CERV).
